这个是不合理的，一方面我是投稿，稿子没审核下来，审核下来，我交审稿费是正常的，但是没审核下来，交审稿费是违规操作，希望您，才去维权手段，希望能帮到您。
一般你把文章发过去，一礼拜之后杂志社会要求你交纳一定款值的审稿费（一般中文期刊是交纳100元审稿费）。
没毛病，投稿之前你就要想清楚这个问题，审稿费和版面费不是一个概念，审稿费是用于支付审稿人的，也就是审稿人的有偿劳动；版面费则是用于之后刊登的费用，所以交了审稿费，结果没中是很正常的事情，丝毫不用感到惊讶。
你是要发表什么样的文章呢?是普通的散文还是学术论文呢?一般普通的散文只要投稿杂 志 3-10 天内就会给你打电话是否录用了,然后把稿费给你邮过来,但是学术期刊可以没有 什么稿费了,还要你自己付版面费用
一般省级刊物一个版面2000个字符的费用基本在700元左右，大部分在1000元以内。当然，一些好的省级期刊会在1000元到2000元之间。这里的费用不包括图片和表。
这里只看正规期刊，野鸡杂志不算的话，那需要看论文发什么层次的杂志，一般分4个层次：省级普刊，CN/ISSN刊号的 300-800元一个版面，一般2600字符一个版面，5个版面起算；国家级权威期刊，一般800-1500元一个版面；核心期刊，一般5000元起价一个版面；国外核心期刊，不是钱的事 花多少钱都也许搞不定（野鸡杂志除外）
发表一篇论文要花费500-3000元，省级期刊如果是代发的话价格一般是一千左右。也有的刊物只需要几百块。国家级的期刊价格一般在一千块以上，也有的特别好的期刊价格是几千块。如果是核心期刊的话，价格最起码是好几万。发表论文的时候一定不能一味的图便宜，因为有可能那个便宜的期刊根本没用，不能为你的事业做出任何贡献，还会浪费钱。

正规的杂志社不会让你给私人账户汇款的，如果一定要汇，你要拨通对方单位电话，咨询后再行动。

under review是说你的文章在审稿中；Evaluating recommendation则是审稿完成，等待编辑做决定。
论文的审核周期得分情况，分刊物。两方面来说：如果你是投稿到普刊，就是非核心期刊，审稿周期一般在1-2个月左右，如果是核心期刊，审稿周期在2-4个月左右。如果你是找论文发表机构投稿发表，普刊，审核周期在3-5个工作日，核心期刊在2个月左右。大多数情况下，建议作者自己投稿，如果实在投稿没有音讯或者想快速发表出来，可以找淘淘论文网这样的专业论文服务机构，2-3个月就能发表见刊。
