Sweden has evolved an excellent system for protecting the individual citizen from high-handed or incompetent public officers. The system has worked so well, that it has been adopted in other countries like Denmark, Norway, Finland, and New Zealand. Even countries with large populations like Britain and the United States are seriously considering imitating the Swedes. The Swedes were the first to recognize that public officials like civil servants, collectors can make mistakes or act over-zealously in the belief that they are serving the public. As long ago as 1809, the Swedish Parliament introduced a scheme to safeguard the interest of the individual. A parliamentary committee representing all political parties appoints a person who is suitably qualified to investigate private grievances against the State. The official title of the person is 'Justiteombudsman', but the Swedes commonly refer to him as the 'J.O.' or 'Ombudsman'. The Ombudsman is not subject to political pressure. He investigates complaints large and small that come to him from all levels of society. As complaints must be made in writing, the Ombudsman receives an average of 1200 letters a year. He has eight lawyer assistants to help him and he examines every single letter in detail. There is nothing secretive about the Ombudsman's work, for his correspondence is open to public inspection. If a citizen's complaint is justified, the Ombudsman will act on his behalf. The action he takes varies according to the nature of the complaint. He may gently reprimand an official or even suggest to parliament that a law be altered. The following case is a typical example of the Ombudsman's work. A foreigner living in a Swedish village wrote to the Ombudsman complaining that he had been ill-treated by the police, simply because he was a foreigner. The Ombudsman immediately wrote to the Chief of Police in the district asking him to send a record of the case. There was nothing in the record to show that the foreigner's complaint was justified and the Chief of Police stoutly denied the accusation. It was impossible for the Ombudsman to take action, but when he received a similar complaint from another foreigner in the same village, he immediately sent one of his lawyers to investigate the matter. The lawyer ascertained that a policeman had indeed dealt roughly with foreigners on several occasions. The fact that the policeman was prejudiced against foreigners could not be recorded in he official files. It was only possible for the Ombudsman to find this out by sending one of his representatives to check the facts. The policeman in question was severely reprimanded and was informed that if any further complaints were lodged against him, he would be prosecuted. Astronomers no longer regard as fanciful the idea that they may one day pick up signals which have been sent by intelligent beings on other worlds. This possibility gives rise to interesting speculations. Highly advanced civilizations may have existed on other planets long before intelligent forms of life evolved on the earth. Conversely, intelligent being which are just beginning to develop on remote worlds may be ready to pick up our signals in thousands of years' time, or when life on earth has become extinct. Such speculations no longer belong to the realm of science fiction, for astronomers are now exploring the chances of communicating with living creatures (if they exist) on distant planets. This undertaking which has been named Project Ozma was begun in 1960, but it may take a great many years before results are obtained. Aware of the fact that it would be impossible to wait thousands or millions of years to receive an answer from a distant planet, scientists engaged in Project Ozma are concentrating their attention on stars which are relatively close. One of the most likely stars is Tau Ceti which is eleven light years away. If signals from the earth were received by intelligent creatures on a planet circling this star, we would have to wait twenty-two years for an answer. The Green Bank telescope in West Virginia has been specially designed to distinguish between random signals and signals which might be in code. Even if contact were eventually established, astronomers would not be able to rely on language to communicate with other beings. They would use mathematics as this is the only truly universal language. Numbers have the same value anywhere. For this reason, intelligent creatures in any part of the universe would be able to understand a simple arithmetical sequence. They would be able to reply to our signals using similar methods. The next step would be to try to develop means for sending television pictures. A single picture would tell us more than thousands of words. I do not know who wrote those words, but I have always liked them as a reminder that the future can be anything we want to make it. We can take the mysterious, hazy future and carve out of it anything that we can imagine, just like a sculptor carves a statue from a shapeless stone.
We are all in the position of the farmer. If we plant a good seed, we reap a good harvest. If our seed is poor and full of weeds, we reap a useless crop. If we plant nothing at all, we harvest nothing at all.

第三篇:Feeling in Snow
As soon as I walked outside, I was greeted with the shimmering white blanket of cold. Despite the chill overwhelming my skin, inside I was warm. I felt as though I could be giving off heat; I had the desire to stay out in this freeze for hours. It was the type of day that speaks to you through its elements; I took a deep breath to hear more snow was coming.
As I walked I looked up, trying to realize what made this day so beautiful, so serene. It was as if time had been put temporarily on hold and I along with it. Or maybe I was the only one unpaused…Either way, the solitude was comforting, and I sensed myself floating away. I sat down on the edge of a curb and listened. All there was to hear was the wind rushing over the top of my head and circling some old, cracking leaves some yards away. To me it was the reassuring sound of nature, trying not to be forgotten.
It did start to snow. None of those little flurries, but big, fat flakes which clung immediately to their surface.
Then it was time to go and my reverie had to end. As I began walking again, I drifted back into this time frame, calm and cleared.
Now if only I could remember where I was going.

西汉时候,有个农民的孩子,叫匡衡。他小时候很想读书,可是因为家里穷,没钱上学。后来,他跟一个亲戚学认字,才有了看书的能力。 匡衡买不起书,只好借书来读。那个时候,书是非常贵重的,有书的人不肯轻易借给别人。匡衡就在农忙的时节,给有钱的人家打短工,不要工钱,只求人家借书给他看。 过了几年,匡衡长大了,成了家里的主要劳动力。他一天到晚在地里干活,只有中午歇晌的时候,才有工夫看一点书,所以一卷书常常要十天半月才能够读完。匡衡很着急,心里想:白天种庄稼,没有时间看书,我可以多利用一些晚上的时间来看书。可是匡衡家里很穷,买不起点灯的油,怎么办呢? 有一天晚上,匡衡躺在床上背白天读过的书。背着背着,突然看到东边的墙壁上透过来一线亮光。他嚯地站起来,走到墙壁边一看,啊!原来从壁缝里透过来的是邻居的灯光。于是,匡衡想了一个办法:他拿了一把小刀,把墙缝挖大了一些。这样,透过来的光亮也大了,他就凑着透进来的灯光,读起书来。这就是凿壁偷光的故事。 明朝著名散文家、学者宋濂自幼好学,不仅学识渊博,而且写得一手好文章,被明太祖朱元璋赞誉为“开国文臣之首”。宋濂很爱读书,遇到不明白的地方总要刨根问底。有一次,宋濂为了搞清楚一个问题,冒雪行走数十里,去请教已经不收学生的梦吉老师,但老师并不在家。宋濂并不气馁,而是在几天后再次拜访老师,但老师并没有接见他。因为天冷,宋濂和同伴都被冻得够呛,宋濂的脚趾都被冻伤了。当宋濂第三次独自拜访的时候,掉入了雪坑中,幸被人救起。当宋濂几乎晕倒在老师家门口的时候,老师被他的诚心所感动,耐心解答了宋濂的问题。后来,宋濂为了求得更多的学问,不畏艰辛困苦,拜访了很多老师,最终成为了闻名遐迩的散文家! 头悬梁 ——汉朝时儒学大师孙敬小时候读书十分刻苦,经常读到深夜,因为怕自己睡着,就把头发用绳子系在屋梁上,每当自己昏昏欲睡,头垂到一定的时候头发就会被拉得很痛,从而防止自己打瞌睡犯困。 锥刺股——战国时期,有一个人名叫苏秦,也是出名的政治家。在年轻时,由于学问不多不深,曾到好多地方做事, 都不受重视。回家后,家人对他也很冷淡,瞧不起他。这对他的 *** 很大。所以,他下定决心,发奋读书。 他常常读书到深夜,很疲倦,常打盹,直想睡觉。于是他想出了一个方法,准备一把锥子,一打瞌睡, 就用锥子往自己的大腿上刺一下。这样,猛然间感到疼痛,使自己清醒起来,再坚持读书。 这就是苏秦"刺股"的故事。

I took a flight in Beijing Airport. I got there early. I had my bag weighed first. After a while I began to get on the plane.
