不算的。增刊一般都是不算的

说是双月刊 但是单月的月底就可以到了

原因应该是。。主页更新太慢了，明明自己已经是EI核心了，主页上还说。

仪器仪表学报的审稿期为多长？

仪器仪表学报基本上属于国内最好的几个期刊了。比他更牛的如电机工程学报，电路与系统学报，电子学报等期刊，这些期刊的审稿期为1年很正常的，甚至更长。
国内这么多硕士，博士，教师，科研人员，都要发论文或毕业或评职称，而国内顶级期刊就只有这么些，自然要排队了。
一般都会先给你一个录用通知证明，如果学校非要你见报的话，你就再等等。或者趁这段时间，再创作一篇。
一般博士论文都必须发表在这样的顶级期刊或EI SCI期刊。
