通信工程方面的论文发表有一个期刊貌似就叫《信息通信》，不过自己找期刊社投稿会比较麻烦，而且也不确定就会搭理你，很多期刊社档期都是满满的，要排上最近的期刊时段很难，可以去早发表期刊网发表你的论文，什么样的要求只要跟客服说，就会跟你介绍。

论文发表的方法是：选定想要发表的论文期刊，找到该期刊的投稿方式并投稿，部分期刊要求书面形式投稿，大部分是采用电子稿件形式。在审稿通过以后即可将论文发表在期刊上。
普通刊物（省级、国家级）审核时间为一周，高质量的杂志，审核时间为14-20天。核心期刊审核时间一般为4个月，须经过初审、复审、终审三道程序。
国家没有对期刊进行级别划分。但各单位一般根据期刊的主管单位的级别来对期刊划为省级期刊和国家级期刊。省级期刊主管单位是省级单位。国家级期刊主管单位是国家部门或直属部门。

一、评中级职称不一定要发表论文
评审中级职称一般都是升级刊物论文1-2篇，有一点熊职称想提醒大家一下，如果您在评审中级工程师之前已经发表过论文，那么组卷的时候可以直接使用，不必再次发表，也没有必要再承担论文的费用，可以直接复印上交，一样是被认可的。
二、中级职称发表论文条件
(1)学用一致，博士研究生毕业，经考核，可以直接认定为中级(不需要发表论文)。
(2)学用一致，硕士研究生毕业或双学位获得者，从事专业技术工作三年以上(直接认定不需要发表论文)。
(3)学用一致，大学本科毕业，从事专业技术工作五年以上，取得助理职称四年以上。
(4)学用一致，大学专科毕业，从事专业技术工作七年以上，担任助理职务四年以上。
评中级职称不一定要发表论文，可以但要注意评审机构对您的口径是否具有真实性，熊职称总结了几种情况，这几种情况要不就是夸大，要不就是忽悠，要不就是，您一定要注意：
(1)有人说我们是内部考核，不参加全国统一考试，我想说能不能不忽悠，职称本身就是考评结合，要不参加评审，要不参加考试，咋了呀?内部考核?国家职改办是你们家开的呀?一般这么说的要不就是忽悠，利用信息不对称，要不就是办假证的，下证机关要不是什么公司要不是什么协会，在社会上根本就没人认可。
(2)我们全国评审都能做，即便你条件不符合差很多我们都可以，对年限也没有限制，这种就是最大的忽悠，职称评审确实存在破格评审，熊职称这里也有，但是仅仅针对部分条件，尤其是年龄问题，如果差很多根本就不可能，而且说什么我们的职称全国通用，熊职称告诉你，任何职称都不存在全国通用，职称能否使用取决于项目要求，不取决于你是什么机构。
(3)您只需要提交材料交钱就好，不需要本人来的!如果有人跟你这么说熊职称基本确定就是，别的可以不说，答辩是必须本人去的，百分百必须去，没有万一!
(4)申报不通过者退还全部费用，咱们评审中级职称不是为了退款，所以选择任何机构的时候也都不要相信退款这一项，而且你钱在人家手里，你说了算吗?就算你有合同，你去告他，还不够律师费吧，所以说事先调查好这家机构的通过率，熊职称就是通过率高，而且跟整个河北省同行合作了这么久，我们会尽可能把通过率放到最大，这点您完全不用担心。

河北中级职称评审对学历要求：
(1)本科，从事专业技术工作五年以上，担任助理职务五年以上，记住了是五年不是四年，好多人不知道从哪里听来的，张口就四年，而且重点说一下，需从事专业技术工作五年以上，这五年其实没有人会去查你是否是这五年就一直是这个工作，所以这一块没有要求那么严格。
(2)大专，从事专业技术工作七年以上，担任助理职务七年以上。顺便说一下，第一学历和第二学历都是认可的，只要是学信网可查即可。
(3)中专(高中)，从事专业技术工作十年以上，担任助理职务四年以上。
(4)初中以下，从事专业技术工作十五年以上，担任助理职务四年以上。
(5)硕士毕业，只需要三年从业经验即可。
