用3到4句话叙述研究最重要的发现，避免使用技术或专业术语。这部分的主要目标是在既有的文献背景下构建研究发现。
3、投稿动机
向期刊编辑说明为何这个研究适合发表在该期刊上，何处与期刊目标相符，等。
4、原创与作者同意书
在投稿信的最后，必须声明论文没有在其他期刊等待发表，所有作者皆阅读过全文并同意投稿期刊。除了以上必要信息，有写期刊会要求其他信息，帮助期刊编辑审核，作者要注意期刊的相关规定。
5、推荐审稿人
大部分的期刊都会鼓励作者推荐审稿人，甚至是不希望由谁来担任审稿人，这个动作有助于编辑加速审稿流程。作者应谨慎推荐审稿人，审稿人与作者不该有任何利益冲突，能够公正评审论文，提供有价值的评论。有利益冲突的人员，便可列进不属意的审稿人名单中。
6、与期刊编辑有过的互动
如果作者在投稿前与期刊编辑有过互动，可能是社交网路或是会议，如果编辑曾经表示过对你的研究感兴趣，记得在投稿信中提及。

1、主编的姓名一定要拼写正确：首先，必须保证正确的称呼。如果能找到期刊主编的姓名，在coverletter的开头就称呼主编的姓，而不是全名。例如，可以称呼她为”Dear Dr. White” 而不是“Dear Dr. Jane White”。如果不确定主编的姓名，就可以直接称呼为“Dear Editor”或“Dear Editor-in-Chief”。
2、文章标题：必须保证投信里面的文章标题和投稿系统里面的保持一致。如果您更改了文章，也需要更改投稿信。
3、期刊名称: 必须保证把期刊名称拼写正确。如果文章之前被拒稿过，现在重新投稿，一定要记住把投稿信里面的期刊名称改掉。
4、文章类型: 标明文章类型（研究性文章， 综述还是短篇通讯等），并且确认和投稿系统里保持一致。
5、简洁：不要大段的重复文章里面的东西。
6、准确:一定不能有拼写错误，再次确认保证投稿信是100%正确。投稿信里面的数据和文章正文的数据一致。
(1)、简要介绍你的稿件；
(2)、介绍你对修改稿所作的revision；
(3)、感谢reviewers的意见，并说明已经回答了审稿人提出的问题。
to reviewer：其实就是在一个文档里，逐条地、认真地回答审稿人提出的每一个问题（important），届时上传修改稿时，也将esponse to reviewer作为独立的文档上传。

写好Cover letter需要做到如下几步：
1、逻辑要清晰
COVER LETTER最忌讳散乱，因此在动笔前，写下最主要的几点，用逻辑化的顺序连接起来。一般的格式是：为什么选择这份工作，这家企业，为什么你是合适人选，然后就是怎么联系。这三样东西必不可少。
2、短小精悍
COVER LETTER不宜太长，既然它是简历的一部分，那么就应该概括的介绍，而不是事无巨细。另外考虑HR每天大量的收到简历，也不宜增加HR工作，否则易产生厌烦感。
3、做足功课
招聘人员在看简历和COVER LETTER的时候，会试法感受你是只是要份工作，还是真正理解这家公司的目标和状况。他们希望招的是既有能力又忠诚的人。一份显示出仔细研究过公司网站，有关信息，能够把自己的特殊技能和公司业务联系起来的简历会与众不同。
4、个性突出
简历比较公式化，COVER LETTER就是许多招聘人员用来衡量应聘者个性的窗口。你可以让自己的用语个性化一些，但是注意不要太随便，或者过于亲昵，既有特色又不失专业面貌为佳。
5、联络信息
很多公司，尤其是那些招聘频繁的公司，COVER LETTER不一定会保存。有些应聘者把重要的联络信息都放在COVER LETTER里面，而简历则没有这些关键信息。等到简历被传到有关人士手中，可能已经没有了第一页的简历，那么别人也就无法联络到你了。

这个你在投稿的时候在邮件上写就可以了。现在论文投稿太普遍了，不需要特殊的说明。

收到科技管理退修邮件这样回复：1、审稿者的意见是正确的，而且你现在也知道了你sci论文中存在的问题和一些基本缺点。如果是这样，你就应该按照他们的意见重新写稿。2、审稿人抓住了一两个论点，但是有些批评并不正确。如果是这样，你就要考虑重写方案：综合所有要求修改的地方，将你能合理接受的地方进行修改，同时把你认为是审稿人错误的观点做些补充或予以澄清。最后，你再次送交修改过的稿件时，提出一个附加的说明，表明你是如何逐条处理审稿人的意见的。3、完全有可能发生这样的情况：即审稿人或编辑完全看错了或者理解错了你的稿件，而且你也认为他们的观点完全是错误的。如果这样，你有可能有两种选择，一种选择是将你的稿件送到另一家杂志社去，以期得到较公正的评价。另一种选择是将稿件重新送到原投稿期刊，不过在这种情况下，你应该充分发挥你的才智，不仅必须对审稿人的意见逐条反驳，同时必须用非敌对的方式做到这一点。要记住编辑室尽他人最大的努力做出科学决定的。因为每位编辑都知道，任何一位审稿人都可能会出差错。因此，如果你能平心静气的向编辑表明为什么你是正确的，而审稿人是错误的，那时，他很可能会接受你的高见，或者至少将文稿送到另一个或者几个审稿人那里做进一步考虑。
退修文章要指出稿件的不足，退修信的主体内容，需要修改的地方明确的说清楚，别含糊，要不然你俩就来回折腾吧，但是语气要客气，要尊重人家的学术观点和见解。再就是详略得当，重要的内容多花笔墨，不重要的就一笔带过。退修就是把稿件退还给作者，让其按照要求进行修改。经过退修后的文章一般质量会有明显提升，只要作者按照杂志社给出的修改意见修改，会逐渐达到见刊要求的，见刊就不是问题了。
首先，诚恳的态度是至关重要的，提交文章修改后要附上一个cover letter。里面包含这些内容：（1）感谢编辑安排审稿以及审稿人提出的宝贵意见。（2）作者已经认真按照审稿人的要求对问题一一作答，并对文章进行了仔细的修改，文章的所有修改都着重标出。（3）因为你们的建议，经过修改后的文章变得更好，读者们可以获得更有价值的信息。（4）再次感谢编辑和审稿人的帮助。虽然cover letter的内容也都是客套话，但是编辑跟审稿人看着也会舒心不少。特别是审稿人，需要认真地无偿地审阅文章，难能可贵的是还需要找出不足的地方。即便有时因为研究方向不是很一致，他们有的问题有点业余，又或者提意见时比较不客气，回复审稿意见的时候也一定要尊重他们。第二，另外起草一个单独的response letter。 在这里用问答式一一列出每个审稿人的意见并且一一作答。对于文字的修改要求，直接接受就行了。有的审稿人要求增加参考文献，也许这是审稿人唯一显示他私心的地方——比如要求引用他的文章，不是很离谱的情况下也可以照办，或者打个折嘛，要求引用三篇最后加上一篇嘛。回答问题的时候，最好简洁和就事论事，不要拖泥带水。要注意不要为了回答某个问题而导致更多的疑问，尽量将讨论局限在有限的范围内。第三，有的审稿人与文章的研究方向有差异，或者没有认真读文章，导致对文章的理解有误，从而提出一些莫名其妙的问题。回答这些问题的时候，可以首先引用一下文章的相关句子，然后指出文章的真正意思。接着承认是自己的表达出现问题了，让审稿人曲解了意思，最后指出句子已经重写，表达的意思已经更准确了。这样的回答，既巧妙地回答了该问题，也避免了让审稿人尴尬。第四，如果遇到了非常难回答的问题，比如审稿人质疑文章的创新性有限，价值不大。这些是文章的硬伤，是没有办法修改的。赞同审稿人的意见肯定不好，但是用回避的方式不回答更不好，既不礼貌也侧面赞同了审稿人。这个问题尽管很难回答，但是还是要去争取一下，比如再强调一下文章里面相关的几个句子。要知道每个人的见解不同，虽然一个审稿人觉得意义不大，但是决定权毕竟是在编辑手里，只要编辑在综合多个审稿人意见之后还觉得文章有可取之处，也就没有问题。而response letter是所有审稿人都可以看到的，诚恳的回答会获得其他审稿人的好感。第五，审稿意见里面经常出现的问题是要求补充信息，比如更多的实验结果或者与该文章相关的另外的一些信息。这样的问题需要仔细斟酌一下，如果仅仅是审稿人出于自己的好奇，是可以选择在response letter 里提供而不是直接添加到文章里面。而如果对所有读者都有用，则需要加到文章里面。对于审稿人提出的不合理的建议，可以心平气和地找个客观的理由委婉地拒绝或者提供一些参考资料，不要让审稿人觉得你对他的问题视而不见。英论阁SCI论文润色出版支持
一般向SCI投稿论文时都会写一份Cover letter，即投稿信。它是为了帮助 编辑 快速了解文章内容和找到合适的审稿人，一篇内容恰当的cover letter会给你的工作锦上添花，掷出投稿第一块敲门砖。
但 Cell Press 的editor觉得不少人都不知道为什么要写Cover letter，错误地在这部分重复摘要中的内容，这无疑是极大的浪费。因此就有了下面的指导，跟着 Cell 学，离投 Cell 就不远了。
我稍微整理了一下格式，并将重点加以标记。后面提供了三份 模板 ，有一份有详细的注释。
Cover letters are provided for editors only , which means that, unlike the title and abstract that will be visible to, let’s hope, billions of people once the paper is published, the cover letter is going to be seen and read by a very tiny group of people.
Nevertheless, these are the people who have the responsibility to decide whether a manuscript is suitable for consideration in the journal it was submitted to . So, convincing the editors that your paper makes a valuable contribution to the knowledge in the field is important, and that’s why you need to put your cover letter to work.
The cover letter is your first “formal” interaction with a journal, and it embodies a request, so to speak, to consider your article for publication. But it also provides you with an excellent opportunity to present the significance of your scientific contribution.

Two aspects you need to understand clearly.
1). Let’s start with content.
You should succinctly explain what was previously known and then state your motivation for wishing to publish.

2). Get to the point .
Succinctly explain the topic of discussion , and quickly convey the key conclusions . Generally, one page suffices and is preferred.
3). Do not rehash the abstract of the paper .
Copying and pasting the abstract into your cover letter verbatim is a big no-no . Instead, you need to venture beyond the summary: write a sentence that takes you further than the obvious conclusions .

4). Get excited !
Your excitement about the scientific contributions can undoubtedly inspire the editor who’s reading the cover letter. Overall, the sentiment of “ you’re gonna love reading this paper! “ should seep through—make that happen!
5). Including a wish list of reviewers .
Relevant information on potential reviewers (including their field of expertise) can be included and is definitely a plus , as it can be quite helpful to the editor .
Don’t provide a long list of excluded reviewers (three maximum), and most certainly do not suggest excluding authors from entire continents on the map! Also, save the editor some time by specifying which author should be the lead contact , and indicate their affiliation.

6). Keep it simple and humble .
In terms of style, consider sincerity and simplicity . Statements indicating that the article or related findings have been presented at X number of conferences and are “tremendously” well received by the scientific community—or otherwise— do not add much to the cover letter. They might instead suggest right off the bat that a lot of cooing and convincing of the journal editor will be required. So let the “science” speak for itself . Also, a statement declaring that the article is original and isn’t being considered elsewhere can only add to your cause!
7). Proofread your letter by checking the spelling, grammar, and syntax .
8). Check every detail .
Avoid mistakes such as directing the cover letter to the editor(s) of a different journal, or to a different journal altogether .
