不能。按照汤森路透的规定，论文一旦收录作者信息和学术内容都不得修改。各个期刊一般也规定，在proof阶段可以更改文字，但是不得更改插图、学术内容和作者顺序。proof以后任何修改都不被允许。

投稿一个很普通的刊物，已经发录用通知是不可以撤稿的，因为编辑部已经根据你发的稿件去，编辑了所有的刊物，所以说你已经发的录取通知书已经被刊物所刊登，所以说是不可以撤稿子，无论你的稿件的文章的长短，稿件的意义存在的价值可能是被编辑部说看中了，所以说你的稿件是不可以撤稿的，无论你的稿件写得好与坏，编辑部已经用上了，所以说你就要，不论稿件的好与坏，别人怎么评价你都要坚持着？不要去撤稿了
我也有相同的问题，杂志社给了录用通知，反复多次修改，依然不同意刊出，作者是否可以撤稿退版面费！
