1中美钢铁贸易摩擦的成因分析 近年来由于中国钢铁对美出口激增,我国钢铁出口频频遭遇美方的反倾销申诉或调查。 造成中美钢铁摩擦加剧的原因主要存在于两个方面。首先是国内钢铁产能扩张过快,促使中国对美出口大幅增长,引起美国钢企对“中国制造”的恐慌。自2000年以来,国内钢铁产量以每年20%的速度递增,到2006年,钢产量已达到亿吨,钢铁产能的快速扩张促使国内钢铁企业寻找更多的销售渠道和更大的市场,又恰逢世界经济正处于景气期,国外市场便成为中国钢铁的一个重要渠道,美国是我国钢铁主要出口国之一,随着国内钢铁出口量的大幅增长,大量的中国钢铁给美国钢市带来了不小的冲击。2005年之前,中国输美钢材从未超过150万吨,2005年出口到美国的钢材达到了230万吨,而2006年更增长到540万吨,中国钢铁出口增长趋势令美国钢铁业惊恐不已,担心中国会主导国际钢铁市场。 其次,钢材价格总体偏低,在国际市场上具有很强的价格优势,利益驱动了大量的钢铁企业,尤其是中小钢铁企业进一步扩大产能,扩大出口,为美国发起反倾销调查提供了充足的证据。我国钢铁产品的售价在国际市场上是偏低的,同一品种,平均较国外钢铁每吨售价低180-300美元左右,这就使得国内钢铁在国外市场具有很强的价格优势。总体来看,我国钢材价格偏低主要有以下3个原因:一是我国产业集中度过低。韩国仅浦项钢铁厂的钢产量就占全国钢产量的65%,前3家钢厂的产业集中度为88%;日本前6家钢厂的产业集中度为81%;欧盟6家钢铁企业钢产量占欧盟整个钢产量的74%;美国前8家钢厂的产业集中度为73%。钢铁产业是典型的规模经济产业,产业集中度过低会加剧钢铁行业内部企业之间的无序竞争,引起低价竞销,这为美国利用WTO的规则来限制我国钢铁产品的出口提供了条件。同时产业集中度低会制约企业创新能力和竞争力的提高,2006年全球年产钢500万吨以上的企业中,我国共有21家,只占全国钢铁量的。大量中小钢铁企业无力在产品研发上进行大量的投入,只能生产附加值低的产品,而这类产品由于技术要求低,国内生产厂家也很多,已经超出了国内的需求,只有通过低价销售到国外,这也会引起国外厂家的反倾销调查。二是从成本水平来看,我国钢铁产品的成本偏低,在土地、劳动力、能源等方面与国外相比有着较大的比较优势,如2004年中国重点大中型钢铁企业人工成本占成本费用总额的,人工成本占主营业务收入的,而日本优势钢铁企业人工成本占其主营业务收入的10%,美国为20%-25%,德国为25%,英国为20%,卢森堡(安赛乐)为19%。中国钢铁产品的低成本在一定程度上保证了中国钢铁产品在世界钢铁市场上价格优势,从而促进了中国钢铁产品的出口,但是我们应该看到,能源成本相对低廉只是因为能源的单价较低,并不是能耗低,相反与发达国家相比,我国钢铁企业的吨钢能耗是日本的倍,欧洲的倍,能耗水平相当高,这也是值得我们警醒,不能盲目扩大出口的原因所在。三是出口产品结构不合理,我国钢材出口以低附加值的粗钢产品居多,且出口产品结构单一,出口到韩国的主要为长材,出口到美国的主要为无缝钢管,出口企业“小、多、散、杂”。出口产品结构失衡造成某一品种出口量突发性增长的局面,容易引起反倾销调查,如中国线材在美国市场的占有率已经超过20%,这是2005年末美国钢厂对中国线材提出反倾销的主要原因。 2 应对钢铁贸易摩擦的政府路径选择 频繁的贸易摩擦将不利于我国钢铁业的长期发展,企业在应对贸易摩擦时往往需要行业协会或政府的支持。 2.1 加快制定行业法律法规,规范出口贸易秩序 目前,针对钢铁大量出口带来的贸易摩擦,我国政府已出台了一系列相关政策,主要包括出口退税率的调控政策以及出口许可管理政策。 2007年初以来,国家频繁出台了关于调整部分商品出口退税率的调控政策,发改委与钢铁行业相关企业还划定了钢铁出口不超过生产总量10%的政策底线。然而由于国内外钢材价格差仍然较大,且需求旺盛,通过调整出口退税率这样的价格调节,效果并不显著。 2007年4月30日商务部、海关总署发布2007年第41号公告《对部分钢材出口实行出口许可证管理》的公告,公告的核心内容是:决定从5月20日起对83个编号目录的钢材产品实行出口许可证管理,规定只限于一般贸易出口贸易方式的企业须向省级发证机构申请,所列钢材出口许可证实行“一批一证”管理,许可证有效期为许可证签发之日起3个月有效。同时规定外商投资企业按《货物出口许可证管理办法》的有关规定执行。该政策属于一般许可,由于没有涉及出口资质、数量(配额)及操作细则等实质性问题,所以对大型钢铁出口企业并没有造成实质性影响,但对小贸易商、民营钢铁企业及靠“搭大企业出口便车”出口的企业因增加程序及时间则起到规范约束或限制的作用。 总体上,单纯通过关税调整以及细则不明确的许可管理政策并不能有效地控制过度出口所带来的问题。因此,在钢材出口贸易准入方面设置一些门槛,建立企业出口资质审核制度,对中国钢材的出口数量、品种、企业环保节能情况是否符合国家钢铁产业政策等方面对出口企业进行资质认定,从而制约那些不符合国家整体利益及钢铁产业政策的落后产能的继续膨胀,减少贸易摩擦。 2.2 制定应对贸易摩擦的中长期战略 (1)通过提高行业集中度,使钢铁产能保持合理规模。行业集中度低是中国钢铁行业的核心问题,是我国钢铁业市场控制力差,自主创新能力低,企业综合能力不强的根本原因,并由此导致了出口产品低价竞争、过度出口等问题。提高钢铁行业集中度是目前中国钢铁业的一项首要的任务,重组是一个很重要的方式。然而,由于观念、体制、利益以及人事上的种种阻力,钢铁重组举步维艰,“联”而不“合”的问题严重。政府应在观念、体制、利益以及人事等实际问题上给予合适的解决方案以进一步引导和鼓励企业走联合重组的道路。 (2)加快淘汰落后产能,实现节能环保,改变出口结构不合理问题。出口产品的单一化是引发贸易摩擦的重要原因。尽管自2005年以来,国家开始逐步实施淘汰钢铁行业落后产能的政策,但随着外贸形势的好转,一些小规模民营钢铁企业选择在大钢厂周边或矿、焦、煤资源丰富的地区,扎堆生产,形成产业群,利用廉价劳动力,几乎为零的社会负担和环保投入形成低成本优势占领市场。同时,这些小企业由于技术能力有限,产品以低附加值的粗钢产品居多,能耗水平高,形成出口产品的单一化。严格行业准入、行业监管、节能环保等等制度和措施,加快淘汰落后的产能,实现节能环保,规范这些小企业行为,对于改善出口结构不合理现象十分重要。 (3)建立新型外贸促进体系。2006年以来,钢铁出口就出现了出口量激增而价格下滑的现象。这不仅加剧了贸易摩擦,也使国内企业在低价竞争中背上了成本上涨和贸易摩擦的双重负担。在贸易摩擦增加的形势下,政府应建立以鼓励出口高端产品;鼓励向多个地区和国家出口,尤其是向发展中国家出口;鼓励不易产生贸易摩擦的产品和具有专有技术特色的产品出口并提供信息支持和技术服务、税收支持为主要手段的新型外贸促进体系。这样有利于降低国际贸易摩擦也能进一步减小出口征税给钢铁企业带来的负面影响。
