先说一下Cover letter的框架，一般应注意包括以下内容：

1. 开头注意附上稿件的关键信息，主要包括Title、 Manuscript ID等；

2. 表达对责任编辑的感谢；

3. 表达对审稿人（Reviewers）的感谢；

4. 表明你（们）已对编辑和审稿人提出的建议做出相应的修改（Revisions），不用过于详细，细节性的内容可以在Response to reviewers里呈现。

什么是科技期刊英文稿件的审稿标准？

作品的科学性，先进性及独特之处如下所示：

1、信息全面、迅速、准确。

2、预测科学、及时、正确。

3、方向对头、目标明确。

4、方案齐全，相互独立。

科学性是指概念、原理、定义和论证等内容的叙述是否清楚、确切，历史事实、任务以及图表、数据、公式、符号、单位、专业术语和参考文献写得是否准确，或者前后是否一致等。源自：自然科学学报英文稿件的审稿 《信阳师范学院学报(自然科学版)》 2004年 郭红建。

英文稿件一般审稿时长

一般审稿周期在2-3个月左右，甚至更久，作者投稿期刊级别、时间不同，英文期刊审稿周期存在差异性。

一般来说，编辑收到杂志社分配的稿件时，都要邀请4-5个相关的审稿人，因为编辑负责的这个杂志没有要求作者提供推荐的审稿人，所以编辑通常都会多找几个审稿人，以便较快地推进审稿。再就是由于很多的原因，并不是笔者们邀请的审稿人都接受评审邀请的。

一旦所邀请的审稿人中有3个以上完成评审，编辑就会根据审稿人的意见向执行主编汇报稿件是否可以接收的意见。有的杂志是只需要2位审稿人的意见，如果2位审稿人有不同的意见时，负责的主编就会再找另外1个审稿人来进一步的评审，从而延长了稿件的评审时间。

一般来说，审稿周期与杂志的收稿量有直接相关，原则上收稿量大的杂志，审稿较快，最快的2周左右，如BBRC，JBC等。审稿慢的多在三个月左右，当然也有更长的，一般超过三个月后，就可以催稿了，如果不催稿，有的长达6个月以上。

快速发表英文杂志流程

　　第一步、英文论文提交前的准备工作
　　作者需要有一篇高质量的英文稿件，提交sci、ssci期刊前对论文进行评估，而且只能选择一本比较满意的英文期刊提交论文。提交论文前必须和所有作者确认论文中的信息，比如作者署名顺序，作者单位，作者知情权等。
　　第二步、提交英文稿件
　　这是常见的英文期刊发表论文方式，作者可以在所选英文期刊官网找到入口，不同的期刊，采用的在线提交系统可能不同。作者可选择“提交一个新的手稿”，并且选择自己的论文类型进行提交。
　　第三步、审稿过程
　　很多英文期刊都是在线处理稿件，系统接收论文后会对论文进行审稿编号，逐次审核提交的论文，先是编辑进行审核，编辑审核完成后会送去同行评审，同行评审多是几名审稿人共同审稿，会给出多种结果。
　　第四步、审稿完成
　　经过多轮的审稿修改，以及主编终审，打算录用的稿件，会给作者发送录用通知的，同时在系统中可能会生成一个论文清样。
　　第五步、英文论文见刊检索
　　英文sci、ssci期刊往往不会给作者寄送纸质版刊物，英文见刊多指的是网络见刊，在网上能查到，论文有了doi号，作者就需要进入相应的数据库，下载打印检索证明，这才算走完全部的论文发表流程。
