《山东水利》的前身是1978年12月由山东省水利厅主办的《山东水利科技》及1993年8月创刊的山东省水利厅机关刊物《鲁水纵横》。1999年，经山东省新闻出版局、山东省科技厅批准，山东省水利厅在整合《山东水利科技》与《鲁水纵横》资源的基础上，主办创刊了国内外公开发行的综合指导类科技期刊《山东水利》。在办刊的实践中积极探索，大胆改革，从坚持正确的办刊宗旨，突出个性特色，做好选题策划，以期刊为平台，成功举办活动，做好专题、专辑出版等方面，使杂志的质量不断提高，扩大其影响力，有力地促进了山东水利的和谐发展、可持续发展。
