1、综合国内外形势,我国发展仍处于可以大有作为的重要战略机遇期。

同时,也面临着许多复杂的矛盾和问题。社会保障、司法公正、反腐败、个人收入、住房价格控制、医疗改革、价格控制、环境污染、食品安全、教育改革是你最关注的十大热点问题,人民网发布的一项调查显示两个交易日的前夕。

2、网民的关注和两会的热议,反映了广大人民群众的重大关切,反映了人民对美好生活的殷切期待,凸显了科学对待这些热点问题的重要性和紧迫性。

事关改革发展稳定大局的重大问题是时代的口号。任何社会都不可能没有问题,人类社会就是在解决问题的过程中进步的。我国当前的社会热点问题,随着改革开放的不断推进,经济社会的发展和逐步显现并日益突出,是改革进入一个具有现实国情的关键阶段。改革开放已经走过了30多年。

3、30多年来,中国发展取得了举世瞩目的成就。综合国力显著增强,人民生活显著改善,国际地位显著提高。历史告诉我们,没有改革开放,就不会有今天的繁荣发展,就不会有人民生活的蓬勃生机。

但是,发展是一个过程,不仅不可能一下子解决所有的问题,而且还会不断产生新的问题。邓小平同志曾深刻指出:“过去,我们是先发展的。”现在我们可以看到,发展会带来和不发展一样多的问题。”

4、随着改革开放的深入和社会主义市场经济的发展,经济社会发展中的一些深层次问题和问题不断显现,新问题层出不穷。随着人们思想观念、价值取向、行为风格,深刻的变化和评价标准的民主意识,法律意识、权利意识,对公平的认识,关于这些问题的人带来麻烦,感觉更明显,解决这些问题的影响尽快过上更好的生活,并期待着更强烈。

因此,我国当前社会热点问题的凸显具有一定的必然性,是发展到一定程度的相关现象。问题是由于一定的客观条件而存在并随客观条件而变化的现象。当前社会热点问题是我国经济社会发展新阶段特征的具体体现。

它是社会的客观现实与人们的主观认识相互作用的直接结果,并呈现出一些新的特点,它数量更多,也更复杂,中国走过了发达国家数百年走过的历程。任务的重叠必然导致矛盾和问题的重叠。有些问题是经过多年的发酵逐渐出现的,有些问题是在客观条件形成后自然产生的。

特别是在改革发展的关键阶段,问题不仅多而多样,表现在各个方面,而且形式多样复杂。现代技术和通讯手段,特别是互联网的广泛使用,极大地强化甚至放大了这些问题,使其更加突出。它关系改革发展大局,关系人民群众切身利益。社会热点问题具有普遍性、综合性、代表性。

5、社会热点问题的出现及其新特点,标志着中国改革发展进入了新阶段。难得的机遇和严峻的挑战并存,有利因素和不利因素并存。科学处理当前社会热点问题,已成为关系改革发展稳定大局的重大问题,也是各级党委和政府面临的突出任务。

用科学的方法处理当前社会热点问题,无非是一种正确的认识和有效的解决办法,就是明确“怎么看”和明确“怎么做”。认识是行动的先导,认识清楚才能方向清楚。当前中国社会热点问题十分复杂,要正确理解这些问题并不容易。

特别是要坚持正确的立场、观点和方法。只有正确的立场、观点和方法,才能从现象中看到本质,形成正确的认识。错误的立场、观点、方法,不可避免地陷入主观片面,造成认知偏差。面对当前社会热点问题,我们应该用马克思主义的立场、观点、方法,特别是唯物辩证法这一尖锐的思想武器去认识。
