With the development of political, economic, cultural and technological globalization, government departments traditional way of administration is facing severe challenges. National government departments, community groups and individuals have on the existing public government conservative management model a strong desire to reform, with the aim to improve the level of government performance management. Chinese government in the 1980s, will also build efficient government as a major work of administration. The reform of public sector performance by the government and the community great attention. But the level of our performance management of government departments are still in the early stages of development, is not yet mature, but also a lack of strategic theoretical framework and tools for their professional guidance.Balanced Scorecard provides a comprehensive evaluation system, which includes four dimensions: financial dimension, the customer dimension, a dimension of internal processes, learning and growth dimension, covering all dimensions of a comprehensive evaluation of government performance, effectively compensate for the current Government Performance Evaluation dimension does not sound defects. When setting goals for each dimension has a corresponding specific target, the evaluation index mandatory quantify can be a good solution to the current shortage of government performance indicators to quantify the problem.In this paper, the basic knowledge and theory of public utilities management and human resource management, combined with basic information related to the domestic and foreign books, periodicals, etc., to local government performance management as a background analysis of the overall development of the Balanced Scorecard. First, through the collection of data, the paper describes the theoretical balanced scorecard, performance management, and the related concept of the Balanced Scorecard and abroad; secondly, through the Balanced Scorecard Performance Management application profiles of the Balanced Scorecard meaning, analyzed the necessity and feasibility, citing BSC in business, nonprofit organizations and applications of local governments; and finally, in the analysis, problem-solving, based on the local government to implement the Balanced Scorecard summarizes the problems and make recommendations.
