本输出代替商品输出,开展跨国、跨地区经营,采取在东道国(地区)投资建厂、合资办厂、收买股份、兼并等手段,就地生产,就地销售。要鼓励有条件的大型企业发展跨国战略联盟。4.进一步扩大市场开放度,加强法制,改善投资环境。
