不是。《美丽中国》杂志书刊是中国文联主管，中国文联出版社主办的正规期刊，是国家级文化艺术社科综合类专业学术理论期刊。国内统一刊号CN：10-1563/G0，国际标准刊号：ISSN:2096-7012。所以美丽中国不是黑期刊。
